Charging stations for electric vehicles will be built across the KC Metro area and eventually the entire KCP&L service region. Electric Utility Consumers will pay for these stations and there will be no reduction in emissions. Emissions will simply shift from the vehicle owner to the electric utility. The more vehicles are charged the more electricity that must be generated and hence emissions will increase correspondingly as rate payers suffer.
